Blackpool C19 Discretionary Grant Fund Round 2



A final round of support for Blackpool businesses is available as part of the Blackpool COVID 19 Discretionary Grants Fund. Applications for financial support under this round of grant scheme will be open to small businesses from 1pm Thursday 30 July.   

The Local Authority Discretionary Grants Fund was announced by the Government to support those businesses that were outside of the scope of previous schemes, including the Small Business Grants Fund and Retail, Hospitality and Leisure Grants Fund. In the first round of applications Blackpool Council paid out £1.08m to 157 applicants. The final round has £1.3m available.

The following types of businesses are invited to apply to the fund

a) Small & micro businesses (see Companies Act 2006) occupying premises with a rateable value between £15,001 and £51,000

b) OFSTED registered nursery businesses, meeting the small business requirement, who have not qualified for any other COVID related grants;

c) Community Centres designated as such on the Business Rates List;

d) Blackpool businesses, who are SMEs (see EU recommendation 2003/361) and fall outside the criteria of (a), able to demonstrate major loss of income of at least 50% or more in March – June 2020 due to COVID 19. However grants will only be issued to this group once valid grant applications have been paid from the target groups (a), (b) & (c) above.

Business owners who think they might be eligible for this round of discretionary funding are encouraged to apply as soon as possible as Government has put a closing date of 28 August for all COVID 19 grant schemes. This means the closing date and time for final applications for the Small Business Grant, the Retail, Hospitality and Leisure Grant and Discretionary Grant Fund is 5pm on Monday 10 August 2020.

There will be three levels of grant payments linked to property costs:

Property costs £5,000 or below - £2,500 grant

Property costs £5,001 - £9,999 - £5,000 grant

Property costs £10,000 +- £10,000 grant

All applications must be made on the form which is available via the link below.

The form is designed to be as user friendly as possible. You need to complete this form in one session so please have all information to hand such as your business rates account number, valuation and the amount you pay (all these will be on your latest business rates invoice) and your bank account details. Please provide full information when completing the form as any gaps will delay the assessment of your application and, if eligible, any grant payments.

After you submit your application you will be asked to provide scanned copies of key documents including management accounts to demonstrate reduced turnover of at least 25% and/or explanation of and invoices for COVID secure related costs plus bank statements and receipts to evidence payment. These are an important part of the process and please provide complete information as any gaps will delay the assessment of your application.
