Blackpool ranked third most affordable UK city for small businesses
Blackpool has been named the third most affordable city in the UK for small businesses, according to a major new report by BusinessPrices.co.uk comparing business operating costs in 30 of the country’s largest urban centres.
The UK Business Affordability Index 2025, evaluated key overheads that affect small and medium-sized enterprises (SMEs), including office rent, business energy bills, broadband, insurance premiums, and local business rates.
Blackpool secured its top-three ranking thanks to a strong performance across all six categories, especially low commercial property costs and competitive broadband prices. Businesses in the town benefit from office space that is well below the national average, allowing local firms to reduce fixed costs and improve long-term sustainability.
A cost-effective choice for growing businesses
The index highlights Blackpool as one of the best-value locations in the UK for entrepreneurs, freelancers, and SMEs looking to launch or expand operations in 2025. The town’s affordability compares favourably with larger cities, where office rents and insurance premiums are significantly higher.
With its position on the North West coast, Blackpool also benefits from good transport links, a skilled local workforce, and ongoing investment in infrastructure and business support services. These factors contribute to its rising appeal as a regional hub for retail, digital, creative, and service industries.
A contrast to the UK’s priciest cities
While Blackpool stands out for its low business overheads, the report also shows the growing cost divide across the country. London, Manchester, and Birmingham ranked as the three least affordable cities for SMEs, driven by steep property costs and high commercial insurance rates.
By contrast, Blackpool joins Sunderland and Teesside (Middlesbrough) in a northern-dominated top three, reinforcing the North’s growing reputation as a place where business costs are more manageable—and where investment can stretch further.
